'معمار نژاد' در گفت و گوی اختصاصی با خبرنگار ایرنا در تركیه، گفت: در سال 2011 میلادی حجم مبادلات تجاری ایران با تركیه حدود 17 میلیارد دلار بود كه با احتساب خدمات متشكل از گردشگری و حمل و نقل به 20 میلیارد دلار بالغ شد و اكنون هدف رساندن سطح مبادلات تجاری دو طرف در میان مدت به 30 میلیارد دلار است.

وی گفت: یكی از سازمانهایی كه می تواند در تحقق این هدف مهم نقش تعیین كننده ای داشته باشد، گمركات دو كشور است كه خوشبختانه جو همكاری خوبی بین دو گمرك حاكم است و با تصمیمات اتخاذ شده، مسوولان بلند پایه گمرك ایران و تركیه هر شش ماه یكبار به طور دوره ای در یكی از شهرهای دو كشور نشستی را برگزار می كنند و فرآیند همكاریها ، راهها و راهكارهای گسترش همكاریها را مورد بحث و بررسی قرار می دهند.

وی در باره مذاكراتش با همتای تركیه ای خود در قونیه گفت: مذاكرات قونیه نیز در واقع در همین راستا صورت گرفت كه هر دو طرف بر سازنده و مثبت بودن آن اذعان داشتند و مقرر شد كه دور بعدی مذاكرات شش ماه دیگر در اصفهان برگزار شود.

معمار نژاد با اشاره به اینكه ایران سه مرز بازرگان، رازی و سرو را با تركیه دارد كه به ترتیب در نقطه مقابل گمرك های گوربولاغ، كاپی كوی و اسن دره این كشور قرار دارند، گفت: حجم عمده كار اكنون از طریق مرز بازرگان – گوربولاغ انجام می شود. ولی در فرایند رو به رشد مناسبات اقتصادی و تجاری، این مرز پاسخگو نخواهد بود ، بنابراین تلاش می شود دو مرز دیگر كارا و فعال شده و ظرفیت های آنها بهبود یابند.

وی در مورد مرز سرو – اسن دره گفت: ایران مشكل خاصی در این مرز ندارد ، هم جاده های مواصلاتی خوبی در اختیار دارد و هم امكانات نسبتا خوبی موجود است، ولی طرف تركیه ای با مشكل جاده و ساخت و ساز گمركی رو به رو است.

معمار نژاد با اشاره به اینكه در مذاكرات قونیه توافق شد كه تا پایان سال 2013 تاسیسات گمركی در مرز اسن دره از نو ساخته شود و جاده اسن دره نیز دو بانده شود ، گفت: همچنین مقرر شد طرف ترك در شهر مرزی یوكسك اوا نسبت به احداث اداره گمركی اقدام كند تا این مرز زیر نظر آن اداره فعالیت كند. پیش از این كامیون ها مجبور بودند امور گمركی را در شهر وان كه بیش از 250 كیلومتر با مرز فاصله دارد، انجام بدهند كه این مسافت به 70 كیلومتر كاهش پیدا خواهد كرد و انگیزه استفاده كامیونداران از این مرز افزایش خواهد یافت.

رییس كل گمرك ایران گفت: اما در مرز رازی – كاپی كوی طرف تركیه از امكانات خوبی برخوردار است. جاده خوبی هم بین وان و كاپی كوی وجود دارد كه جاده ای دو بانده است و مسافت آن با شهر وان 80 كیلومتر است؛ ولی در این سوی مرز جاده خوبی بین رازی – خوی وجود ندارد كه این مسیر قرار است تا شهریور ماه اسفالت شده و تا سال 2013 نیز پنج پل موجود در این مسیر بازسازی شوند و زمینه استفاده از این مسیر برای كامیونها و تریلرها فراهم شود.

وی با اشاره به تفاهم نامه ساخت دروازه مشترك گمركی در رمزهای كاپی كوی – رازی و سرو – اسن دره بین ایران و تركیه كه حدود یك و سال نیم پیش بین وزرای دو كشور منعقد شده است، گفت: طرف ترك قرارداد واگذاری این دو گمرك به بخش خصوصی برای ساخت و ساز را به امضا رسانده كه به زودی عملیاتی خواهد شد.

وی در ادامه در خصوص سایر موضوعات مهمی كه در دستور كار مذاكرات قرار داشت، گفت: در مذاكرات قونیه توافق شد كه ایران و تركیه اطلاعات مربوط به صادرات و واردات دو كشور را مبادله كنند. یعنی اطلاعات مربوط به صادرات تركیه به ایران و یا صادرات ایران به تركیه را قبل از اینكه این كالاها به گمركات برسند، در اختیار داشته باشیم تا بتوانیم كنترلهای لازم را انجام دهیم كه این امر سرعت كار را بالا می برد و هم دقت كار را افزایش می دهد.

معمار نژاد در پاسخ به سوال خبرنگار ایرنا در خصوص مشكلات مسافران ایرانی در مرز گوربولاغ – بازرگان، گفت: قرار است یك سالن شیشه ای بین ایران و تركیه برای عبور مسافران احداث شود تا در برف و سرما مسافران دچار مشكل نشوند.

وی افزود: در گمرك بازرگان – گوربولاغ سه در وجود دارد كه در حال حاضر از یكی برای ورود و از دیگری برای خروج استفاده می شود و قرار براین شد كه هرگاه تراكمی در مرز از نظر كامیونها ایجاد شود، در سوم نیز بكار گرفته شود.

رییس كل گمرك ایران در ادمه گفت: كار دیگری هم كه قرار شد انجام شود، ایجاد تیرپارك در گمرك بازرگان است كه تركیه نیز قرار است چنین پاركی را در گوربولاغ ایجاد كند تا تسهیلات و خدمات لازم برای رانندگان و وسائط نقلیه آنها فراهم شود و دیگر شاهد صفهای چند كیلومتری در دو سوی مرز نباشیم.

وی در همین حال اذعان داشت كه راه حل اساسی توسعه دو مرز دیگر است كه با هدایت بخشی از كار این مرز به مرزهای رازی و سرو متصل شده و در عبور از مرز تسهیل و تسریع خواهد شد.

معمار نژاد تاكید كرد شاید مهم ترین راه حل استفاده بهینه و مكفی از حمل و نقل ریلی باشد كه متاسفانه اكنون در حد بسیار كمی است. یكی از توافقاتی كه با طرف ترك داشتیم، این بود كه دو طرف راهها و راهكارهای استفاده از پتانسیل راه آهن را به طور جدی بررسی كنند.

رییس كل گمرك ایران یكی دیگر از مشكلات در مرز گوربولاغ تركیه را ارتباط شبكه ای این مرز با گمركات كل در آنكارا و قطعی هر از چندگاه در این شبكه دانست و گفت: قطع این شبكه موجب می شود تا امور ترخیص كامیونها به تعویق بیفتد كه در مذاكرات مقرر شد به محض اینكه سیستم قطع شد، گمرك گوربولاغ بتواند به طور دستی كار را انجام دهد و سپس با راه افتادن شبكه دوباره آن را وارد سیستم كنند.

وی گفت: در قونیه با استاندار و شهردار این شهر نیز جلسه ای برگزار شد كه آنها خواهان خواهر خواندگی با اصفهان شدند تا روابط فرهنگی و گردشگری بین دو كشور توسعه یابد.

وی در ادامه در پاسخ به سوالی در خصوص رفت و آمد اتوبوسهای ایرانی و كامیونهای كشورمان و مشكلات آنها در داخل تركیه گفت: یكی از توافقات انجام شده این شد كه كامیونها و اتوبوسهای ایرانی نسبت به مازاد 550 لیتر و 350 لیتر بایستی مالیات می دادند كه قرار شد اگر ما بتوانیم مخزن های سوخت آنها را پلمب كنیم، بدون توجه به میزان سوخت موجود در آنها از این خودروها تركیه مالیاتی دریافت نكند.

معمار نژاد گفت: اتوبوسهای ایرانی در سفر به استانبول برای رفت و برگشت به 900 لیتر گازوییل نیاز دارند كه تركیه 350 لیتر اجازه می داد و ما به التفاوت هر مقدار بود به ازای هر لیتر دو لیر مالیات دریافت می كرد كه اكنون مقرر شدكه اگر بتوانیم مخزن های سوخت آنها را پلمب كنیم، تركیه چنین مالیاتی از این اتوبوسها و كامیونها دریافت نكند.

وی در پاسخ به سوال دیگری در خصوص قاچاق در گمركات گفت: كنترل های خوبی در مرز صورت می گیرد و قاچاق به طور عمده در خارج از مبادی گمركی صورت می گیرد كه در این زمینه نیز مرزبانیهای دو كشور گفتمان های لازم را دارند.

رییس كل گمرك ایران در خصوص شكایات مسافرین، گفت: هم اكنون روزانه بین 3500 تا 4000 نفر از مرز بازرگان – گوربولاغ وارد دو كشور می شوند كه حجم بسیار بالایی است ،اما متاسفانه بخشی از مشكلات باز می گردد به نواقص مدارك تورها و آماده نبودن مدارك مسافرین كه لاجرم موجب تاخیر می شود.

وی در خصوص اینكه آیا با هدایت بخشی از اتوبوسهای زایرین ایرانی به سوریه به مرز سرو – اسن دره می توان از حجم كار گمرك بازرگان كاست، گفت: طرف ایرانی مشكلی در این زمینه ندارد، ولی طرف ترك با توجه به برخی مشكلات امنیتی با آن موافق نیست.

گفتنی است ریاست هیات ایرانی در این مذاكرات را ' عباس معمارنژاد ' رییس كل گمرگ جمهوری اسلامی ایران و ریاست طرف تركیه را 'ضیا آلتون یالدیز' رییس كل گمرك تركیه برعهده داشتند.

معمار نژاد و هیات همراه در بازگشت از قونیه به آنكارا نیز از تاسیسات گمرك آنكارا بازدید و از مسوولین در خصوص طرحهای گمركات تركیه نیز اطلاعاتی گرفت.
